WoW: Forever links Legacy Points across non-Hardcore characters while limiting perk spending to 16 per character.

The system shifts some progression toward account-wide exploration instead of power gains alone. Blizzard encourages players to try different classes and tradeskills, but says alternate characters are optional because one character can unlock every advantage.

Access opens after a character gains its first Legacy Point. Blizzard says most players hit that milestone at level 25; reaching 150 in a non-gathering primary tradeskill or exploring the full world map also works.

The system includes sixty-five Legacy Challenges across six categories, with each completed challenge adding one point. Points are shared across a player’s non-Hardcore characters on Battle.net, allowing progress on one to support the others.

Players allocate points separately for each character among the Profession, Adventure and Resourcefulness perks. Blizzard sets launch spending at up to 16 per character and lists up to 29 possible points for a single character without requiring a second one. The spending ceiling is intended to keep new players from falling too far behind.
